Defensoria lança livro sobre proteção a solicitantes de refúgio e refugiados

Brasília – Na data em que é celebrada a Semana Mundial dos Refugiados 2022, a Defensoria Pública da União (DPU) divulga o livro “Brasil, país de refúgio: a atuação da defesa na temática de refúgio”. A publicação é composta por 190 páginas e traz artigos sobre a atuação da DPU e de entidades parceiras que trabalham na defesa de refugiados. Na maioria dos casos, os refugiados migram por necessidade de proteção ou para sobrevivência.

 

Os artigos tratam de diversas questões, como o fluxo do processamento do pedido de refúgio, mecanismos de fortalecimento de órgãos que atuam na defesa de refugiados e tradução e interpretação linguística para atendimento das pessoas.

 

O defensor público federal Gustavo Zortéa é um dos autores que participa do livro. “A DPU tem compromisso com os interesses de solicitante de refúgio e de refugiados. O nosso lado é bem definido e é o direito dessas pessoas”, explica.

 

Zortéa acrescenta que a DPU tem um assento no Comitê Nacional para Refugiados (Conare), portanto não tem direito ao voto, mas tem direito à voz. “Esse direito permite que sejam expostos os anseios dos solicitantes e que seja feita permanente defesa dos direitos dessas pessoas”, pondera.

 

Ainda, segundo o defensor, é importante destacar que o livro que acaba de ser publicado é uma inovação ao expor a atuação da DPU na temática do refúgio. “Nesse sentido, há uma possibilidade de engrandecimento do debate. Porque nós estamos trazendo mais um viés para a temática do refúgio que é o de uma instituição de Estado que tem como missão exercer a defesa dos direitos dos solicitantes de refúgio e refugiados”, finaliza.

 

O livro trata ainda sobre aplicação de tratados internacionais, da Constituição Federal e da legislação brasileira. A obra coletiva é um convite para conhecer a realidade da atuação em defesa da pessoa refugiada e a diversificada rede de atores locais, regionais, nacionais e internacionais que estão envolvidos nessa atuação. O livro traz ainda narrativas de solicitantes de refúgio assistidos pela DPU.

Atuação da DPU

A DPU é responsável pela promoção de direitos humanos e pela defesa de direitos de pessoas em situação de mobilidade no país, com a prestação de assistência jurídica especializada. Além da atuação das unidades da DPU, o Grupo de Trabalho Migrações, Apatridia e Refúgio (GTMAR) promove, desde 2014, ações em caráter nacional em favor da população migrante no Brasil. O GTMAR é responsável por monitorar casos sensíveis sobre migrações, além de prestar orientação às unidades da DPU.

DPU launches book on protection of asylum seekers and refugees

Brasília – On the date on which the 2022 World Refugee Week is celebrated, the Federal Public Defender’s Office (DPU) publishes the book “Brazil, country of refuge: the role of defense in the refugee theme”. The publication comprises 190 pages and features articles on the work of the DPU and partner organizations that work in defense of refugees. In most cases, refugees migrate out of need for protection or for survival.

 

The articles deal with several issues, such as the flow of processing the asylum request, mechanisms for strengthening bodies that act in the defense of refugees and linguistic translation and interpretation to assist people.

 

Federal public defender Gustavo Zortéa is one of the authors participating in the book. “The DPU is committed to the interests of asylum seekers and refugees. Our side is well defined and it is the right of these people”, he explains.

 

Zortéa adds that the DPU has a seat on the National Committee for Refugees (Conare), so it does not have the right to vote, but it does have the right to speak. “This right allows the applicants' wishes to be exposed and the permanent defense of these people's rights”, he ponders.

 

Also, according to the defender, it is important to highlight that the book that has just been published is an innovation in exposing the role of the DPU in the refugee theme. “In this sense, there is a possibility of enhancing the debate. Because we are bringing another bias to the theme of refuge, which is that of a State institution whose mission is to defend the rights of asylum seekers and refugees”, he concludes.

 

The book also deals with the application of international treaties, the Federal Constitution and Brazilian legislation. The collective work is an invitation to get to know the reality of action in defense of the refugee and the diverse network of local, regional, national and international actors that are involved in this action. The book also features narratives of asylum seekers assisted by the DPU.

DPU performance

The DPU is responsible for promoting human rights and defending the rights of people who are mobile in the country, providing specialized legal assistance. In addition to the work of the DPU units, the Migration, Statelessness and Refuge Work Group (GTMAR) has been promoting, since 2014, national actions in favor of the migrant population in Brazil. GTMAR is responsible for monitoring sensitive migration cases, in addition to providing guidance to DPU units.
